HUE-6585 [notebook] User with read permission can modify read permissions on shared notebook

Manual on Hue 3.12 with use_new_editor=true and use_new_editor=false.

Something like sanity check on branch-4.0 with use_new_editor=true.

Also, as I wrote on JIRA:
I'm not sure if I done everything right on backend side in Desktop2 model.

    If we can READ only, we should not be able to write?

    1. Yes.
      We need to can_write_or_exception, if we want to modify list of users who have 'read' or 'write' access.
      It's strange when we only can_read_or_exception and can remove some users from list of users who also can 'read'.
