    HUE-9103 [core] set settings.LOGGING_CONFIG to None
    
    Django 1.7 [HUE-3287] made some changes to logging that we have not
    adopted. On initialization, LOGGING_CONFIG sets some default loggers
    that currently overwrite our current log.conf configuration. Set to None
    for now, but consider upgrading our logging infra to LOGGING_CONFIG in
    the future.
