FLUME-676: Allow EL values in value() decorator

value() decorator should allow EL values, e.g. value("attr", "%{nanos}")


  1. Add a simple test case and should be good to commit.

    Package feels wrong, but since the ValueDecorator lives in the same package this is currently the right place.

    Maybe rephrase make this clearer?
    
    By default a value the user entered will be attached.  By setting escape=true, the value will be interpreted and attempt to replace escape sequences with values from the event's attribute list.
