Change definition of ENV_EASY_INSTALL in Makefile.vars to allow building Hue in deeply nested directories

If built in a very nested structure (as we do when we build packages) Hue fails to build because the shebang in the easy_install script in build/env/bin/ gets truncated, and it errors out with "bad interpreter".

This problem can be avoided by passing the easy_install script as an argument to the python in build/env/bin/.
Hue builds in a very deeply nested structure where it couldn't before.
