A badly formatted db level policy file shouldn't impact access to rest of the databases. It's basically defeats the purpose of isolating the db specific policy files.
We should only skip the files which has invalid format rules and process other files. If the top level policy file itself has problems, then nothing is processed. That behavior is not changed by this patch.
Added test cases for multiple db specific files where one of those has badly formatted privilege rules.
Ran unit regression tests.
